Quantitative Analysis of the Innovative Effects of Transportation Science and Technology Policies—Estimation Based on the DID and PSM-DID Model

摘要

For evaluating the innovative effects of the implementation of transportation science and technology policies, two quantitative models were proposed to analyze the implementation effects of the policies. Based on the release of the “Medium and Long-Term Development Plan Outline for Scientific and Technological Innovation in the Transportation Field, the DID and the PSM-DID model were used to quantitatively estimate the policy implementation effect by the panel data of 31 provinces as the research samples. The estimation results of both models show that the implementation of the policy has played a significant role in promoting scientific and technological innovation in China's transportation sector, the Copyright, Equipment, Staff have a significant positive impact on the growth of transportation technology innovation levels, while Economic and industry is not obvious. It provides quantitative references for the subsequent revision of science and technology policies in the transportation field and also offers references for organizing and conducting performance assessment work on other science and technology policies in the transportation field.
