Optimization of Berth and Crane Allocation for Ships Under Time Window Disturbances

摘要

The container throughput of Beibu Gulf Port, located in the northwest of the South China Sea, is poised to surpass the milestone of 10 million TEUs. With the increasing throughput, the primary challenge for the port lies in the allocation of berth resources for arriving and departing vessels. This paper constructs an optimization framework for container ship scheduling by integrating dynamic priorities with coupled resource constraints. The objectives are to minimize the weighted waiting time of ships and minimize berth idle rates, thereby enhancing port efficiency through the formulation of vessel arrival and departure schedules. Furthermore, considering the common operational instability of container ships, time window disturbance factors are introduced. The original schedule is then adjusted with the goal of minimizing comprehensive changes. Based on real-world scenarios, this study provides a novel approach to container ship scheduling for Beibu Gulf Port.
