The Evolution of the Digital Global Gateway

The European Union’s Global Gateway initiative is a strategic investment framework aimed at fostering connectivity, sustainable development and economic partnership across global regions, especially in the Global South. Positioned as an alternative to China’s Digital Silk Road, Global Gateway emphasises trustworthy, resilient and sustainable digital infrastructure aligned with European standards on data protection, cybersecurity and open internet. Global Gateway focuses on both hard (fibre-optic cables, satellite connectivity) and soft infrastructure (governance, digital skills) to support sustainable development in partner countries. The Global Gateway aims to scale European international digital economy investments by integrating expertise from member states and leveraging private sector investments. The initiative is pivotal for the EU’s agenda of “open strategic autonomy,” blending investments and development assistance with a foreign policy agenda in an effort to secure European influence in international fora. Despite its ambitious goals, Global Gateway faces challenges in aligning development-focused funding with geopolitical aims, balancing internal and external priorities, and ensuring swift, impactful project development and delivery.
