Outer Space Governance

The chapter explores the evolving role of space within the European Union’s digital and strategic landscape, emphasising space’s contribution to digital sovereignty, connectivity, and sustainable development. As global interest in space intensifies, the EU faces unique challenges in autonomy, competitiveness, and policy integration. The chapter highlights the importance of satellite communications, Earth observation (EO), and space-based data in enabling critical services such as climate monitoring and security. It also addresses governance issues, such as the increasing congestion of space and rising geopolitical tensions. With investments in initiatives like Copernicus and Galileo, the EU aims to expand its influence while safeguarding space sustainability and security. This strategic push positions the EU as a significant player in global space governance, yet Europe’s path to full autonomy requires overcoming internal challenges, international competition, and enhancing cooperation to secure its role as a future space power.
