A New Social Contract: Policy for a Longevity Economy

Population ageing is transforming economies, labour markets, and welfare systems, calling for a reimagined social contract that matches longer lives with fairer opportunities, shared responsibilities, and stronger protection. The longevity economy reframes older adults as active contributors to productivity, care, and civic life rather than passive dependents. This chapter explores how policies can translate longevity into shared prosperity by integrating the principles of fairness, solidarity, and innovation. It examines key domains—pensions and income security, health and long-term care, housing, labour markets, technology, and intergenerational solidarity—to identify pathways for sustainable inclusion. The chapter argues that ageing can become a collective advantage when institutions are redesigned to promote lifelong participation, gender equality, and intergenerational trust. Ultimately, a renewed social contract for the longevity era must link individual wellbeing with social resilience, ensuring that longer lives are dignified, productive, and meaningful for all generations.
