The study proposes the possibility of using basic oxygen furnace (BOF) steel slag as a sustainable alternative to natural coarse aggregate in concrete, as well as pozzolanic materials metakaolin (MK) and rice husk ash (RHA) as partial cement replacements in the construction of rigid pavements. They were composed of thirteen concrete mixes with different proportions levels of steel slag (0, 25, 50, 75, and 100% replacement of coarse aggregate) and pozzolanic additives (5, 10, and 15% replacement of cement with equally portions of MK and RHA). The experiment assessed fresh concrete property, mechanical strength parameters, and durability properties based on Indian standards. It was found that the best mixes of steel slag, MK, and RHA enhanced concrete performance based on compressive strength, split tensile strength, flexural strength, and elastic modulus, and improved qualities of durability, i.e., chloride ion penetration resistance, water permeability, acid resistance, carbonation resistance, and electrical resistivity. It was found that mix M7 (50% steel slag, 10% MK, 10% RHA) was the most balanced mix that has high mechanical and durability characteristics, as well as high environ benefits due to usage of industrial by-products.
