Research on Investment and Financing Pattern Optimization of Transportation Infrastructure Projects

In recent years, investment and financing policies are constantly updated, under the double constraints of the new PPP mechanism and infrastructure franchise management measures, in the field of transportation infrastructure construction, franchise operations are more standardized, special bonds play a significant role. The issuance of long-duration special bonds in 2023 and 2024 is a favorable policy for transportation infrastructure investment and financing. Therefore, this paper explores the comparison of three modes of transportation infrastructure projects investment, namely franchise, special bond and special Treasury bond, in order to find the relatively optimal investment and financing mode, and provide scientific support for decision-making. The results of case study have shown that special Treasury bonds is the best, when both the special bonds and the special Treasury bonds are not feasible, franchise can be considered to play a role.
