A novel framework for Navigation Service-oriented Risk Identification Assessment and Control

摘要

Work safety related to maritime navigation security is an important part of the safety and efficiency of global maritime operations, but it is constantly challenged by various risks such as equipment failure, human error and environmental hazards. The existing safety management framework often gives priority to passive measures rather than active risk prevention, which leaves a gap in the identification and control of systemic risks. This paper proposes a systematic framework for risk identification, assessment and control of maritime safety production, aiming to make up for the deficiencies of traditional passive safety management methods. This framework is based on the actual maritime guarantee business, dividing the risk management process into three parts: risk identification, assessment grading and risk control, and integrating it into the Plan-Do-Check-Act (PDCA) cycle to achieve continuous improvement. The research is expected to enhance the safety and resilience of maritime production, reduce environmental and economic losses, and provide practical references for the sustainable development of the global shipping industry.
