A Study on the Coordinated Development Path for Ordinary National and Provincial Highways and Urban Roads

摘要

China's highways and urban roads operate under distinct frameworks despite being part of the same regional network, leading to differences in function, standards, and management. Rapid urbanization causes highway “streetization,” resulting in congestion, safety risks, and coordination challenges. This paper analyzes these issues (layout, service, standards, management) and proposes coordinated development strategies: unified planning for connectivity, adaptive highway retrofitting, enhanced junction capacity, specialized urban segment standards, optimized hub layouts, public transport priority, and intelligent technology application. The goal is integrated, efficient, and safe road networks serving socioeconomic needs through planning and collaboration.
