Policy Recommendations for Circulation System Modernization

Socialism with Chinese characteristics has entered a new era. To further strengthen the supporting role of the circulation system, facilitate smooth domestic circulation, improve the operational mode of the national economy, and enhance the country’s comprehensive national strength and international competitiveness, it is essential to leverage the fundamental, pioneering, strategic, and decisive functions of modern circulation and accelerate the development of a modern circulation powerhouse. Guided by a problem-oriented approach and a systemic “chain” perspective on industrial and supply chains, we must adhere to the principle of “allowing the market to play the decisive role in resource allocation while enabling the government to better perform its functions.” Key priorities include building a modern market system, establishing a modern logistics system, and advancing technology-enabled innovation. Efforts should also focus on improving the governance framework of modern circulation, enhancing governance capabilities, intensifying reforms and regulatory measures, and implementing comprehensive policies to effectively promote high-quality development of the modern circulation system. These steps will provide solid and robust support for constructing a modernized economic system and establishing a new development pattern dominated by domestic circulation, with mutual reinforcement between domestic and international circulations. The following countermeasures are proposed accordingly.
