Harmonizing Pakistan’s Environmental Policy with China’s Green Energy Initiative: A Pathway to Sustainable Energy Transition in South Asia

This study examines the prospects of harmonizing Pakistan’s Environmental Policy with China’s Green Energy Initiative (GEI) to advance a sustainable energy transition in South Asia. While Pakistan’s policy frameworks reflect rhetorical alignment with global and regional sustainability goals, they remain constrained by fragmented regulation, weak institutional capacity, and limited financing mechanisms. In contrast, China demonstrates systemic integration of carbon reduction, technological innovation, and green finance into long-term strategies. Using qualitative methods including document analysis, comparative policy evaluation, and semi-structured interviews with policymakers, academics, and energy experts, the research identifies critical gaps in Pakistan’s policy design and implementation, particularly in emissions reduction, innovation, regulatory enforcement, and technology transfer. The interviews further highlight persistent institutional weaknesses, technological dependency, and financial incoherence that hinder meaningful bilateral cooperation. By applying the Policy Harmonization Framework, the study demonstrates both the opportunities and barriers in aligning Pakistan’s policies with China’s green model, especially within the context of the Belt and Road Initiative (BRI) and the China–Pakistan Economic Corridor (CPEC). The findings contribute theoretically by extending harmonization and sustainability transition debates to asymmetric South–South partnerships, and methodologically by triangulating document analysis with practitioner perspectives. Overall, the study argues that harmonization is achievable only if pursued as a structural transformation, embedding coherence, capacity, and accountability into Pakistan’s governance systems.
