The WHO and Health: Integrating Climate and Public Health Governance

The World Health Organization (WHO) is increasingly ubiquitous in the climate governance. This chapter attaches importance to WHO’s role in promoting collaborative governance of health and climate, following the logic of “discourse shaping, mechanism building, and implementation constructing”. Second, it evaluates the effectiveness of WHO’s engagement from mechanism and implementation level. The outcomes of this study provide some useful insights for stakeholders and policymakers in climate change and global governance, and better mobilizing the participation of governance actors in other areas on climate issues.
