The chapter aims to analyze ASEAN’s approach to cyber governance, tracing its origins, directions, interim results, and the strategic impasse the association is encountering. Upon revealing major trends and contradictions of global cyber governance, the author discusses measures that equip ASEAN-led multilateralism with digital tools to finally turn to assessing the impasse the association is encountering. The puzzle is as follows: while ASEAN aims to develop the digital vector of its policy, this direction may well become a strategic impasse and lead to ASEAN’s slipping into dependence upon its external partners. ASEAN’s tools and modality of cooperation appear to contradict directly the task the association has to deal with. The paper argues that half-measures, which have been the backbone of ASEAN’s approach to contentious issues since its inception, are hardly possible in the present circumstances. Although there is no dearth of research on ASEAN and its evolution, or on the interim results obtained, in the year of the establishment of the ASEAN Community 2025, the digital dimension of ASEAN’s policy, including its approach to cyber governance, remains under-analyzed. The paper fills this research gap by increasing knowledge on current ASEAN’s priorities, policy directions, major outcomes, and tools available.
