The essence of this paper is to investigate governance in the Nigerian state, with respect to national and international efforts to minimize cybersecurity risks in the country and beyond. It seeks to discuss the extent to which the nation’s cybersecurity strategy is being implemented in line with global best practices. It further examines Nigeria’s international engagements on cybersecurity and the challenges of maintaining the drive for cyber protection through governance. A case study method is deployed for data analysis while primary sources such as archival materials and secondary sources such as books, journal articles, magazines, reports, newspapers, and internet sources will be used for data collection. This study indicates that transparent cybersecurity strategies and governance processes through legislative action help to develop capacity-building that different institutions need to deal with cybercrime. However, deep-seated, corrupt systems in the country have made it impossible for a nation with entrenched corruption practices to fight cybercrime with trust and integrity. This chapter argues that no global cybersecurity initiatives or frameworks can be domesticated without going through governance processes at the national level. Therefore, effective governance minimizes the risk of invasion of critical data that protects national security information amid insecurity bedeviling the country.

Cybersecurity Governance in Nigeria: Challenges and Prospects
