Institutional Framework for the Legislation of the People’s Supervisor System

The scientific construction of the selection, appointment and removal mechanism for people’s supervisors necessitates addressing the following interrelated propositions: the determination of the competent authority responsible for their selection, appointment and removal, which is pivotal to defining the institutional nature of the people’s supervisor system; the delineation of eligibility criteria for candidates, balancing the imperative of social representativeness against the need for professional expertise to ensure supervisory efficacy; the procedural design of the selection and appointment process, which must adhere to the principle of procedural fairness intrinsic to the system; and the establishment of management and removal mechanisms to impose rational constraints on supervisors, thereby safeguarding accountability and integrity as inherent requirements of the institution.
