Constructing a Modern Large Ever-normal Granary

As socialism with Chinese characteristics has entered a new era, the principal contradiction in Chinese society has evolved into that between unbalanced and inadequate development and the people’s ever-growing needs for a better life. A series of issues and challenges, such as economic structural transformation, rural revitalization, and constraints imposed by resources and the environment, need to be addressed and solved one by one within a certain period to achieve high-quality economic and social development. The insights and enlightenment from the evolution and transcendence of Ever-normal Granary from past and present and from China to the West provide a feasible approach for China to promote high-quality development. Specifically, starting from China’s national conditions, we should comprehensively and systematically integrate population, agricultural and industrial bulk products, and basic resources into the policy framework of “Modern Grand Ever-normal Granary”. By flexibly applying the principle of buffer buying and selling, we can establish a socialist modern grand Ever-normal Granary with Chinese characteristics in the new era, which is based on full employment and stable supply of bulk products, guaranteed by sustainable utilization of basic resources, with inclusive, stable, secure and sustainable development as its basic requirements.
