Long-Term Care Financing and Delivery in Singapore

Countries in Asia are at different points of the demographic transition. While some countries in the region have relatively larger proportion of youth populations, most nations in the East and Southeast Asia subregion already have a significant number of older persons. One of these rapidly ageing Asian countries is SingaporeSingapore" \r "Sing2. This chapter examines how Singapore adopted an integrated approach in directing policies towards developing a long-term care ecosystem that allows older adults to live in the community for as long as possible. It focuses on two particularly salient aspects in social policy design for aged care, namely enhancing community-based care for the elderly and implementing long-term care social insurance. We conclude from Singapore’s experience that broadening access to social care in fast-ageing societies depends critically on macro-enablers including legal, regulatory, and economic enablers at the state level.
