Role of Government Programs and Recommendations for Policy Improvement

This chapter examines the impact of early-life nutrition on future nutritional outcomes relative to compensatory and supportive factors. The analysis tracks a cohort of 2,000 children across two points: infancy (2002) and toddlerhood (2006). This period is taken because of the availability of panel data from Young Lives in the window of opportunity and right outside of it. In infancy, prenatal factors—including maternal health, birth weight, and healthcare access—are assessed alongside government-led sanitation, fuel, and drinking water programs. In toddlerhood, the focus shifts to early nutritional status, examining its relationship with nutrition-sensitive (e.g., NREGA, IKP) and nutrition-specific (e.g., mid-day meals) interventions, as well as infrastructure improvements. Using a modified UNICEF framework, the study identifies key drivers of nutritional status. Findings reveal that 70% of weight-for-age variation and 64% of height-for-age variation in toddlerhood can be explained by infancy nutritional status. A smaller birth size correlates with poorer nutritional indicators, while prenatal care and maternal health account for 20% of infancy nutritional outcomes. Although environmental factors—including gene interactions and compensatory programs (PDS, mid-day meals)—support nutrition, they explain only 5% of the variation. Access to quality drinking water and clean cooking fuel improves nutritional outcomes but contributes just 6.5% to overall variation. These findings highlight the critical importance of early-life nutrition, reinforcing the need for targeted maternal and child health interventions during the first 1,000 days.
