With less than five years remaining to achieve the Sustainable Development Goals (SDGs) and the United Nations (UN) 2030 Agenda, the role of capacity development (CD) in fostering sustainable growth in the Global South has become increasingly significant. This paper examines the dynamics of CD within the framework of South-South Cooperation (SSC) and Triangular Cooperation (TC), emphasizing their potential to address shared development challenges through collaborative learning, resource optimization, and policy innovation. Despite growing recognition of its importance, CD efforts often encounter obstacles such as conceptual ambiguities, inconsistent methodologies, and limited stakeholder engagement. By exploring best practices and lessons learned from various SSC and TC initiatives, the study highlights the critical role of locally driven, context-sensitive approaches in promoting inclusive, resilient, and effective development outcomes. The paper underscores the need for adaptive strategies that align with national development priorities while leveraging international cooperation networks to maximize the impact of capacity-building programs. Key recommendations include fostering multi-stakeholder partnerships, enhancing monitoring and evaluation frameworks, and integrating CD into broader development strategies to ensure long-term sustainability. Through this analysis, the paper contributes to the ongoing discourse on development cooperation, providing actionable insights for policymakers, practitioners, and researchers committed to achieving equitable and sustainable growth across the Global South.

摘要
