Role of Science, Technology and Innovation in Conserving Marine Environment and Resources for Sustainable Development
摘要
This paper explores the potential of science, technology, and innovation (STI) in achieving the UN's sustainable development goals (SDG) for Oceans (SDG-14) by 2030. However, the progress towards these goals is falling behind schedule. Currently, there is no fixed methodology or roadmap to guide a country's STI policy for SDG, especially relating to the conservation of marine environment and resources. The knowledge and expertise in STI are scattered across international, regional, national, and sub-national levels, and they do not necessarily have the SDGs as a focus. Therefore, several UN agencies, including the UN Inter-Agency Task Team (IATT), World Bank, UN-DESA, UNCTAD, UNESCO, UNIDO, UN-ESCAP, ESCWA, FAO, WIPO, and UNU, are working to gather data and develop STI-for-SDG roadmaps. Based on such data, a joint guideline and cooperation schedule have been tentatively outlined, and joint UN courses have been developed to enhance countries’ capacities in STI for SDGs. However, these initiatives need to be expanded and more countries should be involved to develop a coherent framework that guides policymakers and development practitioners to better achieve the SDGs through STI, powered by an ethical mindset.
