Development Infrastructure and Innovation Capacity in Vietnam: An Analysis Using Provincial Data

This study examines how infrastructure and structural conditions shape provincial innovation capacity in Vietnam. Using a standardized set of economic, social, and physical indicators, a robust two-stage principal component analysis is applied to reduce dimensionality and retain four components that capture over 90% of the variance. Models are then estimated linking these components to the Provincial Innovation Index. The first component combines regional output, industrial investment, income, transport capacity, social insurance, and workforce training, and shows a strong positive association with innovation capacity. This indicates that comprehensive foundations across economic, social, and infrastructure domains foster stronger innovative performance. The second component reflects institutional inequality and capacity gaps, suggesting that weak governance and limited social protection hinder the conversion of physical assets into innovation. The third component reflects spatial inequality and mobility constraints, showing that poor connectivity and underinvestment in human capital isolate provinces from knowledge flows and supply chains. The fourth component is not statistically significant, but its structure links higher income inequality with weaker training and lower industrial value added. The results highlight the need for integrated infrastructure development, institutional strengthening in lagging provinces, improved regional connectivity, and closer alignment of training with industrial strategy. Innovation policy should also advance inclusive objectives to ensure that the benefits of innovation are more evenly distributed across provinces and regions.
