This chapter examines the impact of urban policies on Kigali’s transformation from a small town into a rapidly growing, modern, and business-friendly city over the past three decades. Drawing on policy documents, academic literature, and survey data from 1092 households across 15 neighbourhoods, it highlights key initiatives that have promoted urban transformation, such as informal settlement upgrading, wetland rehabilitation, green and sustainable planning, affordable housing, and pedestrian-friendly open spaces. The findings also indicate improved living conditions, with over 90% of residents feeling safe at home, 91% having access to potable water, and 86.1% using door-to-door waste collection. The chapter calls for ensuring universal access to basic services across all neighbourhoods, particularly in unplanned areas.
