Workers’ Representative Conference

The Workers’ Representative Conference, as a stable and mature system, still has many areas that need improvement. Especially in the process of legalization, it lacks in—depth theoretical accumulation. However, the Workers’ Representative Conference, as a systematic effort or political pursuit, has a history even longer than that of the People’s Republic of China. This can generally be traced back to the early “San ren tuan”, but its name is closer to the factory management committee participated in by staff representatives implemented by public—owned enterprises in the liberated areas. This practice of the system is precisely the effort of the staff representative assembly system, which is also consistent with the political ideals of our Party’s revolution. This not only received strong support from our Party’s political theory but was also confirmed in the process of founding the country. The “Common Program of the Chinese People’s Political Consultative Conference” has different provisions for public and private enterprises: in state—owned enterprises, a factory management committee is implemented to enable workers to participate in production management; in privately—owned enterprises, a collective contract of labor and capital benefits is implemented. The “Common Program of the Chinese People’s Political Consultative Conference” is a document negotiated during the establishment of the People’s Republic of China and has a temporary constitutional effect for a certain period. It reflects the basic and real situation of workers’ participation in state—owned and privately—owned enterprises at that time. Therefore, the victory achieved through the revolution exists in two forms in constitutional documents. One is the staff representative assembly with management significance, and the other is the staff representative assembly with consultation significance. Politically, the working class has become the leading class and has taken control of state power. Economically, it is also a normal logic for the working class to organize. The staff representative assembly system is both a political system, an economic system, and a legal system, which was determined as soon as the People’s Republic of China was established. Therefore, there is an unshakable conclusion that the existence of the staff representative assembly system is the crystallization of political ideals and revolutionary struggles. The existence of the staff representative assembly system as a basic form of democratic management has become a tradition and does not have the space to be questioned.
