Electromobility Markets and Policies in Ibero-America: Progress and Challenges

This paper analyzes the current state of markets and public policies related to electromobility in Ibero-America. It examines government strategies, technological advancements, and market dynamics that are driving the transition toward sustainable transportation. However, the region faces significant challenges that hinder progress in this area. Among them are fossil fuel subsidies, which continue to encourage their use and undermine the competitiveness of clean technologies. Additionally, fossil fuel prices—shaped by factors such as taxes, import costs, and subsidy policies—create economic and social distortions that complicate the energy transition. Geopolitical issues, including tensions in global energy markets and dependence on fossil resources, have also slowed progress toward electromobility. This study aims to provide a comprehensive overview to support decision-making and the design of effective policies in the field of electric mobility, taking these structural challenges into account.
