Quad Plus 3: A Blueprint for an Expanded Indo-Pacific Security Architecture

The Quadrilateral Security Dialogue (Quad), comprising the United States, India, Japan, and Australia, has emerged as a crucial strategic framework for maintaining stability and fostering cooperation in the Indo-Pacific region. The evolving geopolitical challenges necessitate a broader, more inclusive security architecture. This chapter will examine the potential expansion of the Quad into Quad Plus three, integrating South Korea, New Zealand, and Vietnam, to enhance regional security and foster strategic collaboration. Through a qualitative analysis of defense policies, diplomatic engagements, and economic dependencies, will evaluate the feasibility, benefits, and challenges of institutionalising this expansion. It contends that Quad Plus 3 could enhance supply chain resilience and maritime security while addressing issues related to regional power asymmetries. The inclusion of middle and emerging powers may improve the legitimacy and effectiveness of Indo-Pacific multilateralism. Balancing diverse national interests and managing China’s strategic response pose significant challenges. The chapter will conclude that while Quad Plus 3 is not yet a formalized entity, its gradual evolution through security cooperation could redefine regional governance and influence the future of Indo-Pacific security.
