First Peoples’ Values in a Settler State: Theory

Positioning First Peoples’ values in the Victorian legislative and policy context, from a theoretical perspective, is quickly maturing due to a series of legislative and policy frameworks and precedents. This chapter considers the theoretical context of First Peoples’ values and their scaffolding into assessment reports or statements or narrations that embody the scope of the relational concerns, priorities and strategies pertinent to pending land use developments and infrastructures. Included are legislative and definitional contexts and precedents that are presently framing, biasing and influencing the nature of these reports in Victoria as statements of significance and strategies.
