This chapter examines the global impact of artificial intelligence through 2030 and beyond, weighing its transformative potential against emerging risks. AI offers substantial benefits in scalability, efficiency, and data-driven decision-making, yet these same strengths amplify economic divides, cybersecurity vulnerabilities, and national security threats. The chapter explores regulatory approaches, distinguishing between prescriptive and performance-based frameworks, and argues that well-designed regulation can promote rather than hinder innovation. It critically assesses the concept of AI sovereignty, cautioning that vague formulations may serve state interests over citizen empowerment and deepen geo-economic tensions. The analysis highlights structural imbalances between the Global North and Global South in infrastructure, data access, and governance participation. Looking ahead, the chapter identifies priorities for global collaboration: foundational AI infrastructure and data commons, cross-border education and capability building, and harmonized governance frameworks. Inclusive, multilateral cooperation emerges as essential for ensuring that AI development is both equitable and responsible.
