With the rapid development of the new energy industry, the scale of wind power projects continues to increase. Due to issues such as small individual turbine capacities, low resource utilization rates, and high maintenance costs in projects constructed in areas with good wind resources in the early stages, the upgrading and renovation of old wind farms is an urgent issue to be addressed in current wind power projects. Currently, the renovation of existing wind farms mainly focuses on capacity-neutral renovations, and land use issues during the renovation process are a key factor constraining wind power projects. This paper analyzes the current situation of land use in wind farms, relevant land use policies and bases, as well as policies for the renovation, upgrading, and decommissioning of wind farms. Finally, relevant policy recommendations for the renovation and upgrading of wind farms are provided.
