The book title lays the main focus of investigation on the descriptive model (or models) in place, particularly the ideal-typical model of the Pro-Welfare Conservative Welfare Regime has been investigated. The ideal-typical East Asian Welfare Model (Pro-Welfare Conservative Welfare Regime) has been confirmed by up-to-date in-depth country case studies and one overall quantitative study. Yet, in order to understand the making of the East Asian Welfare Model, we also need to go, briefly as possible, into the driving forces theory of welfare state politics, the driving forces theory of social policy making (and non-making) itself. This is the field of explanatory theory. Here, normative theory can also contribute in form of ruling out rationality as a main cause of welfare state development. All in all, the main development dynamics of the welfare state in East Asia, as everywhere around the world (since this is a universal theory finding), are political.
