The Welfare State in Malaysia

The research of welfare regimes has long been dominated by Esping-Andersen’s (1990) typological framework. While this typology has proven analytically valuable for the Global North, its applicability in Asian contexts—particularly Southeast Asia—remains limited due to the region’s distinct institutional arrangements, cultural norms, and developmental histories. This chapter attempts to explain the Malaysian welfare regime through the ideal-typical perspective of the East Asian Welfare Model (the Pro-Welfare Conservative Welfare Regime), which offers a comprehensive view that transcends mere technical details or administrative structures. It centers on the concept of functional equivalence. The chapter concludes that among the many welfare models the literature proposes the Pro-Welfare Conservative Welfare Regime is the most theoretically sound to capture a new ideal-typical welfare regime in Malaysia.
