This study examines the social values associated with jute mills in West Bengal, India, through the lens of community-based industrial heritage tourism. The extensive industrial landscape of West Bengal, particularly along the Hooghly River, includes operational, partially operational, and abandoned sites with significant heritage potential. These sites, particularly the jute mills, face threats from deindustrialization, resulting in economic decline and unemployment within industrial communities. The research aims to identify strategies for promoting community-based industrial heritage tourism by exploring variations in perceptions of social value among different age groups of the industrial communities in heritage jute mill neighborhoods. Utilizing a comprehensive literature review, case studies of six jute mills, and empirical surveys conducted with 285 respondents across three age groups, the study highlights the disparities in knowledge and sense of pride regarding the industrial heritage. The study employs non-parametric statistical tests, revealing significant differences in social value indicators among age groups. The results were strengthened by assessing the attitudes of the industrial community in promoting community-based tourism practices. The study provides insights for developing effective and inclusive community-based tourism strategies.
