Primary Vocational Education Teacher Policy in China

This chapter focuses on exploring the primary vocational education teacher policy in China. Primary vocational teachers are those who have received vocational education or have been involved in primary vocational education. The term “Chinese primary vocational teacher policy” refers to policies specific to primary vocational education, developed throughout the evolution of vocational education and playing a crucial role in its progression. Teachers in vocational education are pivotal to the development and enhancement of vocational education quality, making the formulation of a scientific and comprehensive policy system for these teachers highly significant. Analyzing vocational education teacher policies since the reform and opening period reveals that a systematic policy framework has been established, encompassing comprehensive policies, qualification and appointment policies, training policies, and salary and reward policies. This framework has been instrumental in enhancing the quality of vocational education teachers and supporting their professional development. Clarifying qualification requirements, updating employment policies, and establishing policy evaluation mechanisms are key aspects of further improving and refining this policy system. As primary education forms the foundation of socialist modernization, the formulation and development of policies for primary vocational teachers are crucial for enhancing the quality of basic education and promoting overall prosperity and development. The primary vocational teacher policy reflects various characteristics shaped by historical and current conditions, in the broader context of vocational education in China.
