Private Higher Education Teacher Policy in China

This chapter explores the development of private higher education teacher policies in China. Educational policy value analysis is a subset of educational policy analysis. To underscore the significance of educational policy analysis, it is essential to examine educational policies through this analytical lens. Current domestic education policy analysis can be categorized into general education policy analysis and specialized education policy analysis. While general education policy analysis encompasses broad analytical subjects, its content often lacks comprehensiveness, missing critical elements such as the main body, method, and goal of analysis. Furthermore, it fails to employ the “genus + species difference” method for definition, rendering it unscientific. Consequently, educational policy analysis consists of four components: content analysis, process analysis, environmental analysis, and value analysis of educational policy. We align with this understanding of educational policy analysis. The value analysis of basic education curriculum policy presented in this chapter represents a specialized approach to educational policy analysis. Based on this framework, we can assert that educational policy analysis reflects scholars’ comprehensive understanding of the educational policies established by decision-makers, as well as a thorough examination of basic education curriculum policies using scientific and rational research methods. This encompasses the initial formulation, the implementation process, and the final outcomes.
