The Evaluation Framework of the International Civic and Citizenship Education Study (ICCS) and Its Response to Social Change

Since the twentieth century, due to changes in information technology, transportation, social media, and interpersonal relationships, individuals have encountered new opportunities for development in their lives. However, under the reality of globalization, there are also challenges, such as the rise of populism, environmental degradation, impacts on technological ethics, and dilemmas in public responsibility. These challenges give rise to issues, such as conflicts, energy crises, environmental degradation, resource scarcity, food security, and trade protectionism. Addressing these significant topics that impact social systems, order, and future societal development and challenges is closely related to the overall quality of a nation’s people and the decisions and actions of individual citizens.
