Worldwide Implementation of the Aid Effectiveness Agenda and Challenges

This chapter critically evaluates the local-level implementation practices of the international aid effectiveness agenda across various countries, including Bangladesh. In particular, it separately examines how each of the key Paris Declaration (PD) principles—ownership, alignment, harmonization, managing for results and mutual accountability—has been translated into national adoption strategies. The chapter utilizes comparative empirical evidence along with sectoral data. It identifies significant disparities and structural impediments such as donor-driven priorities, aid fragmentation, misalignment with national priorities, and inadequate mutual accountability mechanisms—which negatively affect the country-level implementation of the global agenda for aid effectiveness. The chapter argues that, on one hand, the international aid architecture frequently imposes an uneven implementation burden on recipient countries, and, on the other hand, donors fail to fulfil their pledges due to challenges like internal bureaucratic inertia, self-interest, and fragmented governance. However, it underscores that, notwithstanding the existing shortcomings, the aid effectiveness agenda has significantly contributed to raising stakeholder awareness, reforming aid management practices, and fostering outcome-oriented development assistance across different economies worldwide. The chapter sums up by affirming the contemporary relevance of the agenda for aid effectiveness, especially in realizing global targets such as the achievement of Sustainable Development Goals (SDGs) through revitalized collaboration, renewed partnership, mutual accountability, and adaptable policy formulation.
