Recommendations for Implementing the Aid and Development Effectiveness Agenda

This chapter synthesizes lessons drawn from previous chapters and offers pragmatic, forward-looking recommendations, based on the key findings, to enhance the aid and development effectiveness agenda in Bangladesh. It provides separate but interlinked recommendations for aid recipients, donors, and their collaborative efforts. For recipients, the focus lies on reducing dependency on project-based aid by institutionalizing long-term systemic reforms, formulating a comprehensive aid policy, and fostering bureaucratic motivation through leadership and awareness. It calls for enhancing capacities across ministries and introducing aid effectiveness focal points within each institution. On the other hand, donors are urged to prioritize programmatic support over fragmented projects, strengthen use of country systems, and avoid dominance that discourages recipient initiative. The chapter recommends donor decentralization and policy coherence at the country level. For joint endeavours, both parties are encouraged to build inclusive platforms for dialogue, create unified development result frameworks (DRFs), and curtail superficial, visibility-based activities. The recommendations aim to align donor strategies with national priorities and promote co-ownership of the development process. In addition, the chapter proposes several areas for future research, such as analysing the economic implications of aid effectiveness, recipient motivation, and the operational behaviour of emerging donors.
