The quality of digital services has become a crucial benchmark for assessing the performance and effectiveness of public institutions in the context of accelerating global digital transformation. This study examines the key challenges and gaps affecting the quality of digital services in Palestine through a descriptive and literature-based analytical review of relevant local and international sources. The analysis identifies major constraints related to digital infrastructure, cybersecurity, institutional coordination, regulatory frameworks, and user experience. The study further emphasizes the influence of the digital divide and insufficient digital literacy on citizens' access to and contentment with governmental digital services. Based on the reviewed literature and policy reports, the paper proposes context-sensitive recommendations aimed at improving digital service quality, strengthening e-governance practices, and enhancing public trust in governmental digital platforms in Palestine.
