The Role of Cybersecurity Startups in Achieving Sustainable Development Goals: A Numerical and Legal Analysis in the Kuwaiti Context

Recent studies conducted by specialised cybersecurity research centres indicate a rise in the frequency of cyberattacks globally. This growing threat poses a challenge to the achievement of the United Nations’ Sustainable Development Goals (SDGs), which many governments have struggled to fully comprehend. Accordingly, this study Examines the role of cybersecurity startups in mitigating threats, the adaptability of legal frameworks, and their contribution to the SDGs. In addition to legal analysis, this paper offers a simple analytical exercise that explores the link between internet penetration and cybersecurity investment in Kuwait. Using time series data and a basic regression model with log-transformed variables, the results show a positive relationship, suggesting that higher digital access is linked to more cybersecurity investment. This finding emphasises the influence of digital development on cybersecurity priorities and represents a notable achievement given the data availability challenges in Kuwait. The paper urges better public data for legal reforms.
