Enhancing Military Airworthiness: A Case Study of Oman and a Framework for Global Implementation

As military operations grow in complexity and scope, ensuring robust airworthiness standards has become a global imperative, driving a universal trend toward enhanced safety and operational efficiency across military aviation. This paper addresses this pressing need by presenting a comprehensive methodology and an actionable implementation plan designed to modernize military airworthiness frameworks worldwide. Using Oman’s proactive and significant efforts to enhance its military airworthiness system as a compelling case study, this research illustrates how to effectively leverage international best practices and integrate relevant regulatory standards. The study differentiates the unique operational complexities of military aviation from civil aviation, while investigating the benefits of selectively incorporating structured oversight and advanced safety management practices. It specifically highlights the necessity of modernizing regulatory compliance through digital tools and establishing a robust continuing airworthiness process. Critically, the methodology and implementation plan outlined in this paper are not specific to Oman but are universally adaptable, offering a practical roadmap for any military organization seeking to elevate its airworthiness oversight. By demonstrating how a nation like Oman is already embarking on this journey, the paper provides a concrete example of how to enhance safety, improve efficiency, and foster greater interoperability in military aviation globally.
