1986: Reform of Ownership and Management of Shareholding Enterprises

The traditional socialist economic model does not recognize that a socialist economySocialist economy includes a commodity economy and believes that enterprises in a socialist society have no independent economic interests and cannot be commercial producers or operators. In addition, it is considered that production and distribution should follow the government’s mandatory plan. Precisely based on this argument, socialist ownership is characterized by pure public ownershipPublic ownership, which only includes two forms: state ownershipCollective and state ownership and collective ownership. The former is considered to be superior to the latter. As for the latter, the large-size collectives are considered to be superior to the smaller ones. It is generally believed that the higher the level of public ownershipPublic ownership, the better. Therefore, according to these views, if there is a need to reform the ownership, it could only be a transition from a small-sized collective to a large-sized one, or from collective ownership to state ownershipCollective and state ownership, i.e., to go for “large” or “public.” Therefore, when we criticize the traditional socialist economic model, we must reject these views on ownership and its reform. The discussion below on ownership reformOwnership reform will be based on the notion that “socialist economy is commodity economy.”
