Administrative Reforms in Eastern Europe: A Comparative Legal Analysis

Administrative reforms are commonplace in contemporary nations as they constantly seek new methods to oversee the public sector in response to internal and external pressures. The term “public sector reforms” refers to government initiatives that rethink and restructure the delivery of public services to make them more effective and efficient. Examining the reform of Eastern European administrative systems is the goal of this chapter. A methodology based on a review of secondary sources was employed. The chapter was considered as part of the New Civil Service reform in Romania, Ukraine, and Poland. Historical, economic, and geographical aspects impact administrative reform implementation processes. A paradigm shift from “new state management” to “good governance” emerged due to progressive administrative reforms’ innovative ideas and technology. The origins of the “framework model” of governmental and administrative transformation in Europe are emphasised in the chapter. The results show that in every country considered, there is no beneficial relationship between good public administration and good local self-government.
