The Importance of Evidence-Based Policy Guidelines in the Age of AI, Educational Technologies, and Agile Methodologies

The rapid evolution of artificial intelligence (AI), educational technologies, and agile methodologies necessitates a paradigm shift in pedagogical approaches to accommodate multigenerational learning environments. This article advocates evidence-based educational policies that integrate scientific research, technological advancements, and agile frameworks to enhance learning outcomes across diverse age groups. We propose four key pillars for policy development: (1) the establishment of an Observatory of Best Practices, (2) the promotion of applied research collaborations, (3) the integration of agile governance models, and (4) a structured framework for educational policy formulation and legislative review. Additionally, we examine evaluation and monitoring frameworks for educational programs and discuss institutional strengthening through participatory governance. The article incorporates recent research by the author on AI applications in special education and Freirean pedagogy in digital learning, demonstrating how these approaches can inform inclusive policymaking. Case studies, including hybrid learning models (OECD) and Brazil’s SAEB-driven literacy policies, illustrate the effectiveness of data-driven decision-making.
