This study assesses the coherence and systemic alignment of key nutrition policy instruments in Madagascar, focusing on five core documents including the Politique Nationale de Nutrition 2022–2030 and the Plan National Multisectoriel d’Action pour la Nutrition 2022–2026. Using a systems thinking approach, it examines vertical alignment with global frameworks (e.g., Sustainable Development Goals (SDGs), World Health Assembly (WHA) targets, United Nations International Children’s Emergency Fund (UNICEF) Conceptual Framework) and horizontal coherence across sectors such as health; agriculture; education; Water Supply, Sanitation, and Hygiene (WASH); and social protection. A policy matrix and causal loop diagram illustrate interlinkages and feedback mechanisms. The analysis is complemented by case studies of multisectoral projects and a mapping of the national nutrition governance system, highlighting the coordination role of the National Office of Nutrition of Madagascar (ONN). While findings reveal growing convergence in policy narratives and multisectoral approaches, persistent gaps remain in implementation due to limited resources, climate challenges, and weak intersectoral coordination. The study concludes with strategic recommendations to improve coherence, accountability, and adaptive governance.

摘要
