Research and Application of Two-Part Transmission and Distribution Price Pricing Model Based on BARY Curve

From the long-term practice of China ‘s transmission-distribution prices, the proportion of capacity electricity charges recovered through basic electricity prices is too low, and the emergence of prosumers will certainly promote the reform of the transmission-distribution price mechanism. In this paper, we consider users’ load characteristics and time-sharing characteristics. Based on the ‘cost plus benefit’ principle for transmission-distribution pricing, we first allocate transmission-distribution costs across different voltage grades and then apply the load factor to pricing. Additionally, we calculate the capacity cost allocation ratio between basic electricity price and energy electricity price using the BARY curve. We also introduce time-sharing characteristics to derive the time-sharing coefficients for peak, valley, and flat sections. Finally, we construct a two-part transmission-distribution pricing model based on load factor and time-sharing characteristics, which is suitable for prosumers. Calculations based on the actual electricity consumption data of industrial parks show that the pricing model proposed in this paper can reasonably reflect users’ electricity costs, and help encourage users to improve the load factor and enhance the utilization efficiency of power grid resources.
