This chapter employs the entropy method to measure the GLCDI, along with the index values of each sub-dimension, for all prefecture-level cities in Anhui Province from 2011 to 2022. Based on these measurement results (see Appendix 3), it examines the temporal evolution and spatial differentiation of both the overall index and its multidimensional subsystems. The analysis also incorporates the coupling coordination degree of each sub-dimension to explore the spatiotemporal characteristics of subsystem interactions within municipal green and low-carbon development. Finally, the chapter investigates the driving factors and pathways influencing green and low-carbon development—both overall and within specific subsystems—to provide a foundation for formulating effective policy recommendations.
