This chapter synthesizes the overall requirements of China’s green low-carbon development for the coordinated advancement of society, economy, and ecology. It delineates five evaluation dimensions: green ecology, green industry, green life, environmental governance and protection, and policy guarantees. These dimensions serve as the foundation for a multidimensional analysis of the core principles of green low-carbon development. The chapter then identifies the construction principles for the evaluation index system, selects five sub-dimensions, and optimizes 29 secondary indicators under these dimensions.
