The increasing gap between technology development and regulatory readiness is described in this first part. It talks on how AI-powered urban systems have surpassed current legal frameworks, particularly regarding liability, consent, surveillance, and discrimination (Raghav et al., 2025). It presents the main problem: how can governments and cities manage systems that are infrastructural, dynamic, and opaque all at once?
