Administrative Law Reform in Kazakhstan

This chapter provides an overview of the development of administrative law in Kazakhstan with a focus on the Code on Administrative Procedures and Legal Proceedings adopted under President Kassym-Jomart Tokayev. It highlights the changes in administrative law pertaining to such aspects as administrative bodies and their decisions and actions; complaint systems; administrative principles; and guaranteed procedural rights for citizens in relationship with administrative bodies. The chapter also assesses existing challenges implementing administrative law by presenting cases drawn from court reviews of administrative disputes.
