Assessing Well-Being: Kazakhstan’s Path to a “Listening and Just State”

In this chapter, the global trend towards alternative measurements of social progress alongside traditional economic indicators, such as GDP, is examined. The chapter discusses how the well-being index, developed by NAC, reflects Kazakhstani citizens’ attitudes towards various economic, social, and political aspects of life, and how this index can be used to enhance the effectiveness of reforms aimed at improving the quality of life and achieving long-term social stability. Specifically, the chapter analyzes the dynamics of the well-being index and its components during key events that had the most significant impact on the well-being of Kazakhstanis. Finally, the chapter emphasizes the necessity of monitoring subjective well-being assessments as a key element of the “Listening and Fair State” concept, to support the primary goal outlined by President Tokayev—ensuring the quality of life and well-being of the people of Kazakhstan.
