Frozen in Time: Why India Needs a Cold Case Center

Cold cases are unresolved criminal investigations that remain unsolved over time and present several challenges that necessitate a systematic approach to resolution. Drawing from current investigative methods and worldwide best practices, this chapter examines India’s pressing need for a cold case center. This chapter highlights the difficulties in conducting investigations and the possibility of contemporary forensic and technology techniques to resolve a number of prominent cold cases in India, including the Aarushi Talwar case, the Amar Singh Chamkila murder, the Beerman killings, and the Stoneman murders. This chapter employs a qualitative research design, specifically using content analysis of secondary data, to explore the need for and structure of a dedicated cold case center in India, emphasizing the benefits such as enhanced investigative efficiency, ensured justice for victims and their families, and restored public confidence in the criminal justice system. The need for a specialized unit is highlighted by the present shortcomings in the Indian law enforcement system, which include a lack of funding, antiquated technology, and administrative difficulties. The investigation shows that new leads and insights into cold cases can be obtained through the use of sophisticated forensic techniques, data analytics, and digital forensics. The success stories of cold case units in countries like the United States, South Korea, and Australia, where persistent and updated investigative methods have led to breakthroughs in long-unsolved crimes, serve as a compelling model for India. A detailed methodology for establishing a cold case center is presented, with its various objectives, including the integration of cutting-edge forensic science, increased interagency cooperation, and dedicated resources to address the backlog of unsolved crimes. This chapter proves how establishing a permanent cold case center would enhance the efficiency of investigations, ensure justice for victims and their families, and restore public confidence in the criminal justice system. In order to resolve the backlog of unsolved crimes in India, this chapter promotes the combination of state-of-the-art forensic science, enhanced interagency cooperation, and specialized resources. The results demonstrate the importance of a cold case center in the administration of justice as well as the wider ramifications for the criminal justice system.
